BJM30025 has no normative keyword:

If the @uri attribute includes values
for the type, delivery mode, time to live or priority properties then the
@uri values are used and the headers and operationProperties/headers @type,
@deliveryMode, @timeToLive or @priority attributes are ignored [BJM30025]

PROPOSAL:

Just remove the tag and highlighting
and leave the text as is.    BJM30035 already states that the
@uri values take priority.

I suggest that all these statements
need to be examined and corrected as a whole as part of issue BINDINGS-95
