[NEW ISSUE] JMS Binding Testcases document has no conformance section

Target:  sca-jmsbinding-1.1-testcases-cd01.pdf

Description: 

The OASIS process requires that all CS/OS have a conformance section. 

Currently the JMS testcase document says there are no conformance criteria.

Proposal: 

Replace existing conformance section with the following
text:

The artifacts contained in the sca-jmsbinding-1.1-testcases.zip
file are considered to be authoritative and take precedence over the artifacts
described in this document.

An implementation that claims to conform to this specification MUST be
able to run all test cases in Section 2 TestCases, producing the 'Expected
Output'.
