[NEW ISSUE] WSCB has separate conformance points in the Web servicesspecification

Description: 

Sections 6.2 & 6.3 describe 2 separate
conformance points within the Web services binding specification:

6.2        Web
Service Callback Service

An implementation that claims to conform to
the requirements of a WSCB Service defined in this specification MUST conform
to all the statements in Appendix C: Conformance Items related to a WSCB
Service.

6.3        Web
Service Callback Client

An implementation that claims to conform to
the requirements of a WSCB Client defined in this specification MUST conform
to all the statements in Appendix C: Conformance Items related to a WSCB
Client.

-- This is problematic in terms of the exit
criteria and the potentially (very) large number of combinations of runtimes
required.

Proposal:

2 alternatives:

a) Remove both of these conformance
points and make any SCA Runtime implement WSCB (Client & Server)

b) Remove WSCB as a whole into a separate
specification with its own conformance requirements.
