NEW ISSUE: Update IETFJMS reference to point to RFC document

Title: Reference to the JMS URI scheme uses a draft reference,
    rather than the official RFC.

    In section 1.2, the IETFJMS reference currently reads:

    

    [IETFJMS]    M. Phillips, P. Adams, D. Rokicki, E. Johnson, URI

    http://tools.ietf.org/html/draft-merrick-jms-uri-12, IETF
    Internet-Draft January 20, 2011, pending publication of final
    approved version

    

    However, the IETF has published the official RFC, namely RFC 6167.

    

    Proposal:

    

    The reference should be changed to read:

    

    [IETFJMS]    M. Phillips, P. Adams, D. Rokicki, E. Johnson, URI
      Scheme for Java™ Message Service 1.0,
