Updated web service binding draft

Folks,

I've uploaded an updated draft of the
web service binding spec (wd043)

In this update I have replaced the version-specific
links on the first page by "latest" links.  I have updated
the normative references for SCA Assembly, SCA policy and SCA JCAA to the
latest public CD/CSD levels.
