to update the spec (all editorial):

"The TC approves the Chair requesting
that TC Administration hold a Special Majority Vote to approve SCA Web
Service Binding Specification Version 1.1 csprd03-rev1 contained in http://www.oasis-open.org/committees/download.php/49161/sca-wsbinding-1.1-spec-csprd03-rev1.doc
as a Committee Specification. The TC affirms that changes have been made
since the last public review, that the changes made are documented in http://www.oasis-open.org/committees/download.php/49163/sca-wsbinding-1.1-spec-csprd03-rev1-diff.doc
and that the TC judge these changes to be Non-Material in accordance with
the definition in the OASIS TC Process (http://www.oasis-open.org/policies-guidelines/tc-process#dNonmaterialChange)

, in addition the TC approves the Chair
requesting that TC Administration update the following Designated Cross-References
as defined by https://www.oasis-open.org/policies-guidelines/tc-process#crossRefs
during publication of the Committee Specification:
