NEW ISSUE: Allow Component Type side file to override defaults forservice/reference

Title: Allow Component Type side file to override defaults for 
service/reference

Description:
One use of CT side files is to override defaults used for figuring out 
what is a service v. reference. It should be possible to specific 
whether a partnerlink is a service or a reference using the CT side file.

Proposal:
Two possible solutions are:
1) extend the CT syntax to specific the partnerlink for a service/reference
2) require that a service/reference name specified in the CT side file 
correspond to the partnerlink name.
