initializePartnerRole for a service!

For a partnerLink with following configuration and for which the first message is received in a <receive> activity, the SCA BPEL runtime used for testing is throwing an error. Any insight in understanding this behavior is greatly appreciated.

 

ParnterLink: 

<partnerLink name="Service2" partnerLinkType="test:Service2PartnerLinkType" myRole="Provider" partnerRole="Client" initializePartnerRole="yes"/>

 

Error:

Service2 must be bound to an endpoint in deploy.xml
