Resolution: resolve as proposed and amended w/o

      Proposal direction is in JIRA

- C++ seems to have 3 scopes: composite, stateless in support of pooling (but this needs
  further examination with respect to runtime vs. component implementation
  responsibilities for state management) and client specific.  The whole area needs a
  closer look.
- C seems to have no scopes at all.  I.e. functions invocations cannot be shared and a
  runtime cannot force a library to be unloaded.
