Working Draft 03

Regrets for the call today, a conflict popped up unexpectedly.

I have reviewed WD03 from Mike E and I think it is another good step forward.  There are a few comments in the doc worth discussing and I've noted a few very small changes that I'll communicate later.  I would urge that we continue refining the document, and consider incorporating the EJB binding spec into this document as a near term, next step.
