Issue status for resolved issues that have been applied by the editors

On the call today I said that there is no status change between 
'resolved' issues and issues whose resolution has been incorporated in 
the draft. That is incorrect. There is a status 'Applied' that the 
editors use when the resolution is applied in a draft.

There are pointers going in both directions. The draft contains list of 
issues whose resolution has been applied and JIRA contains a pointer to 
the draft for all issues with 'Applied' status.
