[ISSUE 30]: Proposed text for Section 2.2.3 of the Java CAA specification

Java CAA specification (based on WD-03) contains the proposed text that
I think forms the

resolution of Issue 30:

The document is changed marked with
all changes from the WD-03 that is published on the OASIS SCA-J site.

This completes the action item that
I took at the Java TC F2F in relation to Issue 30.
