[NEW ISSUE] SCA Spring Client and Implementation Specification uses anunacceptable namespace

Description:

The Spring C&I specification has
a schema defined starting at line 157, which uses the namespace:

http://www.springframework.org/schema/sca

This namespace is unacceptable in the
OASIS specification and must be changed - the namespace is NOT

owned by springframework.org - and the
XSD is not to be found at the location implied by the namespace.

Proposal:

Change the namespace and the target
namespace of the schema to the following:

"http://docs.oasis-open.org/ns/opencsa/sca-j/spring/200808"

- this is owned by OASIS and the schema
can be placed at the location implied by its URI
