DESCRIPTION: Sec 1.2 Normative References

References to SCA Assembly Specification and SCA Policy Framework provide

links to v1.00 of the respective specifications from OSOA.  These links

should point to v1.1 OASIS docs/drafts.

PROPOSAL:

Change the links to point to latest v1.1 OASIS docs/drafts of SCA Assembly

Spec and SCA Policy Framework.
