ISSUE 30 - Process scoped components

I took AI 2008-11-11-19 at the F2F to write up alternative words for the resolution of Issue-30 based on Mike E's proposal.  I made change barred updates to Mike E's proposal.

Please be aware that there are other TC members which own pending AIs against Issue-30 which has not been considered in this proposal.

This completes my AI.
