DESCRIPTION: Compilable artifacts for Java annotations and APIs

At present, the Java Common Annotations and APIs specification
contains textual definitions for Java annotations and APIs.
This text may contain errors such as inconsistent package names.

To avoid any such problems, it would be very useful for the
SCA-J TC to publish compilable Java code as part of the
specifications package that it produces, similarly to current
practice for XML schema files.

PROPOSAL:

The SCA-J TC should publish compilable Java source code for all
annotations and APIs defined by the JavaCAA specification.
