Proposed resolution for JAVA-6

Based on my earlier proposed direction email and the comments on
that, I have produced a full proposal for resolving JAVA-6.

The proposal is in the form of edits to the JavaCAA spec (CD02 rev1)

I accepted the previous changes before adding the changes for
