JAVA-153: Updated proposed resolution

I am attaching rev4 of the proposal for JAVA-153.  This version
adds an example in section 2.2 showing a remotable service defined
by a service implementation class, and adds normative rules in
chapter 8 for how the remotable attribute of <interface.java> is
handled for the introspected component type.
