JAVA-125: Proposed resolution

The attached document contains a proposed resolution for the
reopened issue JAVA-125.  It extends the use of the @Remotable
annotation so that it can be used to specify remotable semantics
for services offered by an implementation class, or used by a
service reference, even when the Java service interface doesn't
itself contain a @Remotable annotation.
