ISSUE-118: EJB Binding: Need description for <wireFormat/> and <operationSelection/> -proposal v4

Based on the precedent set by the SCA Bindings TC for the Web Service binding on a similar issue, I have updated the proposal for this issue to (hopefully) make the EJB Binding spec consistent.
