ISSUE-107: RFC2119 Language is needed for the EJB Binding Specification -proposal v1

Here are the links to version1 of a proposal to add RFC2119 keywords to the EJB binding spec.  Please take a look, there's not that much to review.  There are a couple of things to note:

1) I included a conformance section in this proposal, so we can reject the new issue I opened for this purpose.

2) My approach was to search for all RFC2119 keywords and update the spec accordingly.  As a result, there are only two (yes 2) labelled statements in the body of the spec.  I'm fairly sure that's not enough, so this document needs another pass to try to pick out statements that need to be made normative, but which don't currently contain any RFC2119 words.  I will make a pass at this in a separate version of the document.  For now, I'd appreciate a review of what I've done, you can easily see in this version what I've done with the existing text and the usage of each RFC2119 keyword.  Feedback on this level of document is appreciated so that I can be sure I have a good base for further analysis.
