Description:
The JavaImplementation complexType decl derives from sca:Implementation 
that already has an <anyAttribute> decl (inherited through 
CommonExtensionBase).

Proposal:

Remove the line that has <anyAttribute> in the declaration of 
complexType JavaImplementation
