ISSUE 156: Intent annotations are missing from Java CAA as compared toPolicy FW spec - proposal v1

The link at [1] contains a proposal for issue 156 [2].  Please review and provide comments.

I have also written the code to define the new annotations and committed that code to the SCA-J SVN repo [3].

Finally, I have updated the Constants.java file to add static strings for the QNames of the intents that do not have a specific annotation.  That is also in the SVN repo.

I consider the word doc AND the code to be pieces included in my proposed resolution of this issue.
