Publish CD and Public Review for SCA-J CAA specification

Hi,

The SCA-J TC has voted [1] to approve the SCA-J CAA specification CD04 for
publish and to begin a second 15-day public review.  The specification
package can be found here [2]. There are also extra files to be published
as voted [3]; the XML schema file [4], Java source files in a zip [5],
compiled Java classes in a jar [6], and the javadoc files for the APIs [7].
The javadoc files should also be exploded and hosted by OASIS at the URI
noted on the front cover of the spec document as Hosted Javadoc.  Finally,
the previous public review is documented here [8], it was from 8 June 2009
to 7 August 2009.  There were no public comments in the first review [9].
