AI 2009-11-09-01 and issue 150 proposal

I looked at the proposal at [1] that was accepted as the resolution for 
issue 150. I didn't see any place where it required "s/./,/"
I suspect that either this AI (and my comment regd this) was for a 
previous version of the proposal and was subsequently corrected, OR I 
was looking at the diff-ed version when I made my comment. The diff-ed 
version, at my default level of zoom, for my version of the Word shows 
"," as ".".

In any case, the AI should be considered as "done", as I found it to be 
a NOOP.
