Has the following annotation: 

@WebService( name="Service3Operations", endpointInterface="org.oasisopen.sca.test.Service3Operations.java")

public class Service3OperationsWebServiceImpl { 

The ".java" on the end of the endpointInterface name is not correct
and should be removed.
