ISSUE 202: Need test cases for Assembly Test Assertions

I have created the a proposal for the necessary
test cases.  As it turns out there is a normative statement in the
CAA spec prohibiting the use of overloaded operations in remotable interfaces
(we could debate if the statement duplicates what is in the assembly spec.,
but that is a separate issue) with an associated test assertion and test
case so only test cases for mis-matched local/remotable interfaces in a
bidirectional interface are needed.
