[NEW ISSUE] Normative statements JCA90024 through JCA90039 are all based onoptional function

Description:

JCA90024 through JCA90039 all relate
to the function of Reinjection, which is defined by JCA90024 as an optional
capability which

an SCA runtime is not obliged to implement.

This give a problem in relation to exit
criteria and the required number of implementations.

Proposal:

Make all of these statements non-normative.
