This means that the approved draft contains references to CSDs that have been 
approved but not published yet (publication requests are pending). The chair(s) 
will upate JIRA for all the various issue dependencies. 

There are four CSDs (and corresponding PRs) that have dependencies and should 
ideally be published at the same time. 

Also note that CSD01 of this spec was published with an incorrect title and 
filename. The title and filename contained version number "1.0" and "1.1", which 

is very confusing. Per correspondence with TCAdmin, this was going to be fixed 
for subsequent CSDs.
