NEW ISSUE: POL-TA-100006 should be optional

TARGET: Test Assertion spec CD01

DESCRIPTION:
Test Assertion POL-TA-100006 refers to the noListener intent, which is not
required to be supported by a compliant SCA runtime, but the TA is marked
as mandatory.

PROPOSAL:
Change the TA to be optional, and then delete the associated test case.
