TARGET: SCA Policy Spec CD03

DESCRIPTION: The schema for <externalAttachment/> should have an attachTo
attribute, but instead there is a typo and the attribute is named 'name'.

PROPOSAL: Change the attributed named 'name' on the <externalAttachment>
element to 'attachTo'.
