Testcase specification document and test case suite - vote for CD01

Hi Folks,

This is just a heads up that I would like to vote the Policy testcase
document and the tests to CD01 and PR01 on the Monday telecon.  I will
bring this up under the testing portion of the agenda.  This material has
been available for 2 weeks now, and given that we have a 60 day PR in front
of us, we should get this moving.
