New SDO 3.0 Issue - Annotation Source Files are Missing JavadocComments

Hello All,

While doing the "org.oasisopen.sdo" package rework I noticed that the 
new SDO annotations are all missing Javadoc comments.  I would like to 
open an SDO 3.0 issue to track this work for 3.0.
