Proposal to remove facet range feature from SRU 2.0

Based on recent discussion on this public comment list it is proposed to
remove the facet range sections from the draft SRU 2.0 specification.

Specifically, removal of 7.1.4.1, 7.1.4.2, and 7.1.4.3 is proposed.
(Actually all of section 7.4 with the exception of 7.1.4.4, which should not
have been included in 7.4, it has been mis-numbered and that will be
corrected next draft.)

There apparently is only one implementor who expressed an interest in the
facet range feature and he agrees that it should be removed.  If there are
others who are interested, please let us know, otherwise the feature will
not be included in the public review draft, which we anticipate will be
ready in the near future.
