Consensus Use Case doc

The consensus Use Case Doc is attached in both .html and .pdf format.  I
wasn't able to get the graphics to stay on the same page in the .html format
for printing.  The graphics are not broken across 2 pages in the .pdf
version, but the right side of some of them is truncated.  I don't think I
can get past that without recreating the graphics - no time to do that right
now - so people will have to refer to the .html version for the graphics for
now.

In order for the links to be maintained for the .html version the zipfile
needs to be extracted into a directory named 'draft-sstc-saml-reqs-01'.
