[security-jc] Appointment of Security Services TC liaisonsub-committee to Secu rity JC

This note is to formally inform the security JC that the security services
TC voted on 28 May to create a liaison sub-committee and appoint Joe Pato
and Jeff Hodges as the SSTC representatives to the security JC.
