..I talked with Michael Mealling last Wed evening and the summary is..

The doc has passed IETF-wide Last Call, and he (Mike) has only minor 
non-normative edits to do to it. So a -04 will be issued, hopefully at the end 
of next week, and then it goes into the RFC-Editor's queue for processing into 
a standards-track RFC.

So, if this all occurs as-planned, the timing works out just fine for us to 
depend on it for SAMLv2.
