Comments on Straw Man 2: Protection of message contents

The Straw Man 2 use case document says under Requirements / Non-Goals:

No provision is made for protecting [OSSML] messages from interception by
third parties. This is left up to the transport mechanism of choice between
authorities.

We will be producing a document detailing bindings between OSSML messages
and underlying protocols. The bindings documents should describe whether
OSSML messages are protected within that binding, and if so, how they are
protected.
