RE: Proposed Requirements Refinement Process

I was attempting to suggest a very light weight procedure here based on that
of the TC.  I don't think some of the overall TC procedures fit so well
though - such as the requirement to make the first meeting for voting
rights.

I also don't want to add too much process (where I could screw up and not
notify people who are losing rights) if it isn't necessary.  I don't know if
we need to add that amount of overhead and formality.  I'm hoping this issue
will be fairly easily resolved because we are not voting on the final
submission, only recommendations to the TC.
