Issue from TC meeting

There was an requirement raised in the last meeting of the entire TC which I
was unable to capture.  It was mentioned during a conversation related to
HIPPA, but that's all I know.  The people I was given to follow-up were
unable to help, so I need to ask the entire group - do you remember the
requirement I am attempting to describe?  If so, please let me know.
