ebXML Use Case

Evan and I realized that we neglected to include the ebXML use case we had
intended to add to the issue list for Strawman 3.  Unless anyone has
objections, we will add this to the issue list in Strawman 3 instead - based
on the attached powerpoint.  If there are objections, we can discuss this on
our next call.
