BALLOT FOR GROUPS 6, 7, 8, and 9

Attached is the ballot for issue groups 6, 7, 8, and 9. I've also
attached the revised phrasing for the issues based on input from this
list.

Input was fairly scarce this round -- the main change was to
[UC-8-05:AtomicAssertion]. Per Nigel & Hal's suggestion, I added
phrasing to indicate that if this ballot passed, we would also be
specific in the intermediary use cases that the assertions were
atomic.

I'm a little disappointed that there was no feedback on the privacy
issue whatsoever. We now have 3 different privacy statements in the
ballot, and my guess is that none of them will get the votes necessary
to resolve the issue.

Please remember that these votes are due on Friday. Send your ballots
to Darren.
