Metadata enables initial
visibility without having to directly interrogate the entity of
interest.  In fact, it helps identify the entity as one of
interest.  Part of this may be an indication of what policies will
come into play and links to the details of those policies.

definition of an Entity? What is acted upon or what is acting upon? 

 

Either.  I used "entity" as a general term for anything
needed to solve a problem.  It could certainly be a service. 
It may be data to provide input to processing done by a service.  It
could be identified individuals who bring expertise to a problem  It
could be individuals who are a threat and cause a problem.

While I don't expect our blueprints to discuss all possibilities in
detail, the use of metadata and the enabling systems do have significant
commonalities across different "entities".
