Formatting issues

I'm going to have to ask the following of all editors:

1. No Word drawings.  Please insert scalable graphics into your drafts.  
The word graphics are fragile when moving between documents.
2. Use word heading styles correctly.  That means if you are working on 
section 12.0, start with a Heading 1, then make everything else below it 
Heading 2, 3 or 4.  Do not simply bold and make text larger and expect 
me to know what section level it is at.
