[soa-rm-editors] need list of lurking issues

Frank's summary of the editors' ftf at today's telecon didn't touch the  
several bunches of issues that we noted but passed over as immediate  
sinkholes.  One group was the metadata topic and I think there were a  
few others.  If subsequent changes we've made address some of the still  
outstanding issues, then the only thing needed will be to update the  
spreadsheet, but I don't think we can just ignore the others as we go  
to 10.  I'll look at the issues spreadsheet and identify the open issue  
groups and then we'll need a strategy on how to proceed.
