SOA RA UML Model

A beginning RA UML 2.0 model has been uploaded to the
SOA RA standards folder.  This will need to be moved
to another RA documents folder, I only had a Calendar,
Meeting Notes, and a Standards folder to choose from. 

While the SOA RA Wiki is the main focus right now,
this SOA RA UML model can provide the subcommittee
early ideas about where to or where not to take the RA
UML model.
