Comments on the Management of Services

The management of services has a good first cut at
management capabilities.

A lot of people will read the SOA RA and look for an
enterprise SOA check list similar to what is listed
under Management Infrastructure.  

The reference to FCAPS seems normative and I would
prefer to see it softened to informative.  Many
systems have been developed and managed without
knowledge of ITU-T Rec. X.700 | ISO/IEC
7498-4:1989(E).
