I'd say the RA is more an advanced textbook that a student architect uses to learn his craft.  I don't know much about architect education but I'd expect there are books on considerations for designing houses, and other books for designing office buildings, and others for designing sports stadiums, and ...

Hiring an architect is for creating a concrete architecture.
