- Suggestion:   Replace "(based on the ITU-T Rec. X.700 | ISO/IEC 7498-4:1989(E) standard)" with "(based on ITU-T Rec. M.3400   (02/2000), "TMN Management   Functions")"
  
 
  
-   Rationale:
  
(1) ITU-T Rec. X.700 only outlines FCAPS in Sec.   5.5 and does so in an out-dated OSI management framework (which framework is   not highly conducive to SOA).
  
(2) M.3400 (02/2000) gives a far more detailed   description of FCAPS functions and is the currently industry accepted defining   document and is not tightly bound to the OSI management   framework.
  
(3) ISO/IEC 7498-4:1998(3) is no longer applicable or   relevant to industry, in light of   M.3400.
