So the action against a service is not just the message but the sending AND receiving of the message?
Have I been misinterpreting what Frank means by "the message is the action"?

I think I'm with Frank on this one because Communicative Action by definition has to have a Speaker AND a Listener; otherwise, it does not count as Joint Action. Recall Communicative Action is a specialization of Joint Action.
